Shuurei Kou and her friend Eigetsu To, a gifted but lowborn young man, have been named joint governors of Sa province, one of Saiunkoku's eight regions. They aim to transform the impoverished province into a hub of learning, hoping to finally bring prosperity to its people. But when Shuurei travels to the capital to secure approval for their ambitious plans, a sudden outbreak of disease throws Sa province into chaos. With Eigetsu left in charge, Shuurei rallies her allies to find a cure-yet Eigetsu's unresolved personal struggles leave him distracted, allowing Shuurei's political enemies to exploit the crisis and weaken her influence. Becoming an official was Shuurei's greatest ambition, but as the first woman in such a role, the path is far from simple. Now, faced with mounting hardships, she must decide whether to rise to the challenge or let adversity defeat her.
