Tucked away in the basement of a multi-tenant building on a shopping street near the office district, there’s a quaint eatery called "Western Cuisine Nekoya," marked by a sign with a cat’s image. It looks like an ordinary restaurant most days, but on Saturdays, it opens in secret-welcoming only very special guests.
