In Shinjuku, a rogue Karas named Eko battles against the "will of the city" in a struggle for control. A Karas created to oppose Eko has been defeated, leaving the city and its people unprotected. Shortly after, Otoha, a man in a coma, is selected to become the next Karas. He must confront the rogue Karas Eko and determine the future of the city and its inhabitants.
