In 1937, on the brink of World War II, a secretive spy training group called the "D Agency" is formed by Lieutenant Colonel Yuuki of the Imperial Japanese Army. Breaking from tradition, Yuuki recruits agents from outside military circles and trains them in deception and espionage, shaping them into a skilled team for covert missions. Among them is Jirou Gamou, a morally ambiguous operative, who embarks on a dangerous mission to retrieve classified documents known as the "Black Notes." As he pursues his objective, he must confront threats from both enemies and his own allies.
