ACCA is a large unified organization that operates in a kingdom divided into thirteen self-governing regions. It was established nearly a century ago during a time of political unrest, when fears of a coup loomed, and has since maintained peace across the land. Jean Otus, the vice-chairman of ACCA's inspections department, travels between the districts, quietly observing for signs of corruption or trouble. But his routine existence gradually becomes entangled in the kingdom's hidden schemes.
